The T Announces Two Appointments At Board Of Directors Meeting

FORT WORTH (February 27, 2014) – At its Board of Directors meeting today, the Fort Worth Transportation Authority (The T) announced the appointments of Tom Tulley as Chief Operating Officer of the Trinity Railway Express (TRE), jointly owned and operated by The T and Dallas Area Rapid Transit (DART), and William Johnson as The T’s Grants and DBE Administrator.

Tulley was Passenger Rail Specialist for the Federal Railroad Administration (FRA) Region 5 in Dallas from 1999 – 2012, receiving the FRA’s Bronze Superior Achievement Medal for Passenger Rail Initiatives. He also served as the FRA Region 5 Emergency Preparedness Team Leader, Railroad Safety Inspector, and Safety Specialist MP&E for passenger railroad equipment. Prior to FRA, Tulley was Director/Senior Manager of Locomotive Maintenance for Union Pacific Railroad (UP).

Tulley fills a restructured Chief Operating Officer (COO) position that now also assumes the role of Chief Mechanical Officer (CMO). These positions were consolidated since each oversees overlapping functions of TRE’s contract operator.

He returns to his Texas home from California where he has worked since 2012 as Chief of Safety, Regulatory Compliance, Risk Reduction and Training for North County Transit District, which oversees multiple railroad and other transit modes.

Johnson had been Assistant Director of the City of Fort Worth Housing and Economic Development Department since 2008 where he was primary advisor on design and implementation of its Minority and Women Business Enterprise Ordinance and Disadvantaged Business Enterprise Program. He also oversaw the city’s Business Assistance Center which is responsible for providing training and counseling to small businesses.

Prior to the City of Fort Worth, Johnson was Manager of the DFW International Airport Board’s Small and Emerging Business Department from 1999 to 2008, which assists minority and disadvantaged businesses in contracting and other airport opportunities. He was on the Board of Directors and Chair of the NCTCRA, the agency responsible for certifying minority and women-owned businesses, and served as past Chair for two years.

Johnson is returning to The T, where he previously worked from 1995 to 1999 as its DBE/EEO Coordinator. Additionally, Johnson worked for six years as a Certified Internal Auditor.
