3rd Street Pedestrian Corridor Final Concept

Third Street was identified in the 1993 Downtown Strategic Action Plan and the 1995 TIF Project Plan as a pedestrian connector between the residential areas along the western edge of downtown at Henderson Street to Elm Street on the east.
Since 1995, nearly 600 residential units have been added west of Henderson St. and more than 400 units have been added east of Pecan Street. Bringing these 2,000 or so residents into the heart of downtown without relying on the automobile relieves pressure on parking facilities, enhances air quality and energizes activity at street level in the central business district.
Since September, consultants with HOK have been meeting with the public and with individual property owners to take their input on what 3rd Street should look like. This public process has produced a conceptual streetscape plan that will likely guide future development of the public right of way. There has been no commitment by either the TIF Board or private property owners to fund these improvements, but having a plan is critical for the time when construction funding becomes available.
The final conceptual plan recognizes the sometimes competing requirements of outdoor dining and on-street parking; pedestrian, automobile and bicycle traffic; and the costs of construction and maintainability of streets and sidewalks.
This plan will be presented to the Downtown TIF Board at a public meeting on Wednesday, December 9 at 1:30 PM in the Development Conference Room on the Lower Level at City Hall, 1000 Throckmorton St.
